In the Empire of Izmer, power rests with an elite class of magicians while ordinary commoners have little say in their own lives. Empress Savina, a strong ruler of a peaceful kingdom, pledges to bring equality and prosperity to her divided land. But Profion, a tyrannical and ambitious mage, sees her reforms as a threat and begins plotting to overthrow her rule.
