Based on a true crime case, Joel follows the story of Joel Rifkin, a troubled young man whose private fantasies of power and control become tied to an obsessive fixation on prostitutes. Set against the New York area in the late 1980s and early 1990s, the film traces the disturbing path that made him one of the region’s most notorious serial killers, with at least seventeen victims.
