Roper, a skilled hostage negotiator, brings down a murderous bank robber after a heist goes wrong. But the arrest only makes him a target: the robber escapes custody and quickly sets his sights on the man who put him away. To stop the threat, Roper teams with a sharpshooter as they work to bring down a dangerous jewel thief before the situation turns even deadlier.
