The Microchip That Ruined Halloween

A prison psychiatrist secretly implants a microchip in the brain of a dangerous, vengeful criminal in an attempt to reform his behavior. When the experiment appears to transform him into a strange college student, the psychiatrist releases him back into society. But a college hazing incident soon turns his second chance into a tricky Halloween.
