In New Mexico, two corrupt cops make a habit of targeting the criminals they encounter, using their badges to blackmail, intimidate, and frame anyone unlucky enough to get in their way. Their routine abuse of power grows more complicated when they cross paths with a man who seems to be even more dangerous than they are, pushing their schemes into darker and less predictable territory.
